Resident Opportunities Self-Sufficiency Program

The Resident Opportunities Self-Sufficiency (ROSS) program is a public housing resident self-sufficiency program funded through HUD to assist residents with supportive services and service coordination. The purpose of the program is to work with our public housing residents to create individual work plans related to employment, education, and strategies to reduce and eliminate subsidy assistance.

Our team of ROSS Case Managers will work closely with you to develop work plans to help you meet your individual goals and connect you with local agencies and services that provide additional supportive services and resources you may need to achieve success. Our ROSS staff will be able to provide transportation for job training and job interviews, while you participate in the program.

The Resident Opportunity Self-Sufficiency Program (ROSS) is sponsored by the U.S. Department of Housing and Urban Development (HUD) to encourage local, innovative strategies that link Public Housing (PH) residents with public and private resources to enable participating families to obtain economic independence and housing self-sufficiency. The ROSS team is dedicated to advocating for you to receive the community support needed to live your best possible life.

ROSS provides referrals for resources on a variety of issues, including:

  • G.E.D./College Prep Leadership Development
  • Adult Computer Classes
  • Healthcare
  • Childcare Accessibility Resources
  • Credit Issues
  • Social Security Benefits
  • Community Service Taxes
  • Employment Readiness Volunteer Opportunities

Only Public Housing residents through Rockford Housing Authority (RHA) are eligible to participate.
