This website is dedicated to the human services that assist Rockford Housing Authority clients and the community in processing life events, developing strategies, collaborative problem-solving, and economic self-sufficiency.

RHA offers a variety of human services to launch your future, most without regard to income or activity level. For those human services with specific eligibility requirements, an RHA professional care manager will help you with the application process. The programs are individualized and designed to be respectful of the unique cultural characteristics of everyone.

The RHA Human Service department takes a team approach that recognizes the capacity of individuals and families to identify their own strengths, needs, and goals. It is the RHA team’s approach to create relationships with natural supports and take the steps necessary to accomplish these goals.

PHADA COLLEGE SCHOLARSHIP PROGRAM 2024

RHA is accepting applications for the PHADA College Scholarship Program 2024! There are three types of scholarships to apply for; the Stephen J. Bollinger Memorial Scholarship, the Civil Rights and Social Justice Scholarship, and the Nan McKay Pathway to Achievement Scholarship. The three scholarships range from $5,000 to $7,000. All applications will be reviewed and considered. The deadline to submit your application is January 15th, 2024. Visit www.phada.org/Scholarship

■ SCHOOL TRANSCRIPT

You must provide an original and official copy of your high school transcript by mail.

■ TWO LETTERS OF RECOMMENDATION

You must submit one teacher or guidance counselor recommendation and one personal, NON-Family, recommendation.

 ESSAY

You must submit a typewritten essay in English addressing the following topic: How my public housing and high school experiences have influenced my life. (350–500 words).

  • Additional Essay for the Civil Rights and Social Justice Scholarship

To be considered for the Civil Rights and Social Justice Scholarship, include an additional personal essay (350–500 words) demonstrating your efforts and achievements in furthering the values of the civil rights movement. The full requirements are on page 2.

ELIGIBILITY CHECKLIST

■ STATUS – Applicant must be a high school senior and reside in a PHADA member agency-owned or managed unit throughout his/her entire senior year. Public housing residents, Section 8 participants, or other low-income housing residents are eligible, as long as the agency at which they reside is a PHADA member.

■ MINIMUM GRADE POINT AVERAGE – Student must have at least a “B” average (or 3.0 GPA) on his/her school’s applicable scale during his/her high school career, cumulatively, to be considered for the scholarship.

Note: The school counselor must complete the Grade Point Average Verification form on the verification page of this application.

Resident Support Specialist provides access to services for all RHA residents living in RHA high & low rises, which may either be seniors or adults with disabilities. RSS programs are designed to enhance the quality of life.

The ROSS program is a public housing Resident Opportunity Self-Sufficiency program funded through HUD to assist residents with supportive services and service coordination.
